Congratulations to our 2026 MeckACTs winners!

MeckACTs is our annual award program recognizing individuals who exemplify our core competencies: achieving results, cultivating relationships and people, and transforming through innovation and change.

Winners received a plaque, one vacation day and $500. They were honored at a luncheon attended by their colleagues, family and friends, and County Manager Mike Bryant.

Erin Concelman, Social Services Supervisor in Community Support Services

A dedicated advocate who helped provide holiday gifts for 20 families impacted by intimate partner violence, and coordinated the distribution of $345,00 in emergency financial assistance grant funds

“A grant funder reached out to our department with a time-sensitive opportunity to distribute remaining COVID funds to victims in need. Saying yes to this opportunity required saying yes to seven months of intensive grant project management on top of regular job duties. Taking on this special grant project was a tremendous ask. But Erin did not hesitate. Because Erin said ‘yes’ to going above and beyond, 95 households impacted by intimate partner violence received emergency financial assistance. Victims of intimate partner violence avoided eviction and homelessness, kept their lights on, maintained transportation required for stable employment, and improved their overall safety and stability.

[She also] demonstrated excellent customer service, collaboration, and innovation when she worked with her team to come up with a holiday support program for clients impacted by intimate partner violence and economic hardship in December 2025. Erin and her team came up with the Holiday Basket Program. Because of Erin and team’s heart for survivors, love of partnership, and talent for innovation, 20 families who would have otherwise gone without gifts for the holidays received an outpouring of generosity and support.”

An enthusiastic champion for customer service who leads by example, and worked with his team to help open Northern Regional Recreation Center

“Justin is the epitome of what a Park and Recreation staff and LEADER should look like. He has spent his nearly 15+ year career here honing his craft and molding those below, beside, and even above him to be GREAT. Justin balances both stopping and getting to know patrons and his staff and being available at the micro level while also being distant enough to let you make decisions.

Providing excellent customer service is Justin’s top area of expertise. He wants us to have a family atmosphere with music, popcorn, pop-up events and people laughing and smiling. He encourages us to be creative and to think with an open mind and to hire people who want those same things.

I think the biggest accomplishment for Justin for innovation is working with his team to open Northern Regional Recreation Center and set it as the standard of excellence for recreation centers in the department. From the team he hired and developed, the vision and plans and expectations he laid out…he has done an outstanding job revolutionizing the way we use recreation centers in enterprise.”

A forward-thinking innovator whose technical expertise has helped build a more connected, efficient and transparent GIS environment

“Todd has played a pivotal role in building a more connected, efficient, and transparent GIS environment across the county. He established the county’s GIS Change Control Committee, creating a structured, secure, and collaborative process for managing GIS data and system updates. He also facilitated seamless GIS data sharing with cities and towns, strengthening regional coordination and improving the accuracy and consistency of shared datasets, as well as helped implement the GIS Project Tracking Dashboard, enabling the county to collect reliable operational metrics and improve visibility into GIS workloads and performance.

Todd consistently pushes the county forward through thoughtful, practical innovation. His work has modernized core operations, reduced manual workloads, and opened new pathways for innovation.

Todd’s ability to translate complex GIS concepts into clear, accessible information sets him apart. He brings clarity and structure to problem solving, enabling teams to collaborate more effectively and make informed decisions.”

The MeckACTs Process

Our Human Resources team vetted each person to ensure they met the criteria and were eligible for the award. Then the Human Resources Advisory Council, which includes human resources professionals in the Charlotte area, selected the finalists.
